Orang yang menganggur berarti tidak memiliki penghasilan sehingga hidupnya akan membebani orang lain yang bekerja. Dampaknya adalah terjadinya penurunan pendapatan per-kapita. Dengan kata lain, bila tingkat pengangguran tinggi maka pendapatan per kapita akan menurun dan sebaliknya bila tingkat pengangguran rendah pendapatan per kapita akan meningkat, dengan catatan pendapatan mereka yang masih bekerja tetap.
