ABSTRACTThe study was backed by the education problems in particular in the field of basic education include, namely 1) Equity and justice education for all citizens and society; 2) quality and educational excellence; 3) education for the fulfillment of the needs of the field in order to improve produktrivitas the business world and industry; and 4) the improvement of good governance and accountability in the development of education, all of which it does regardless of how the existence of the substance and the structure of law education itself.The purpose of this research was to explore, examine and inform teoritik and empirical information related to how the substance of education law at the level of basic education, and how its structure so that the implementation of the law on education of basic education level to be effective.Research methods used in this research is qualitative methodor also known as naturalistic studies. This research uses the juridical sociological approach-(socio-legal) that is a blend of legal researchlegal and/or normative research and social research.The results that have been obtained in this study is the analysis of some provisions of the legislation substantially and structurally related to legal education at the basic education level, within the framework of the fulfillment of constitutional rights and legal rights of citizens of Indonesia in the field of basic education of Indonesia.
