Pada hakikatnya bahasa terdapat dua aspek yaitu kebahasaan dan aspek kemahiran berbahasa. Dengan kata lain bahasa mengandung dua asek yaitu deklaratif dan procedural. Pengetahuan tentang gramatikal merupakan deklarasi. Adapun kemahiran berbahasa meruapakan procedural. Kedua hal tersebut, kalau dihubungkan dengan bahasa Arab, bahwa banyak orang yang mempunyai deklaratif tinggi tetapi lemah dalam procedural. Mereka pandai berbicara tentang bahasa Arab, tetapi sulit berkomunikasi dengan bahasa Arab.
