Jajak pendapat dan atau penelitian lapangan ini juga bermanfaat menjadi “damage control” untuk mengantisipasi kemungkinan resistensi di kalangan rakyat di kawasan ASEAN Deteksi dini suara rakyat yang menjadi subyek integrasi itu penting, karena ASEAN seharusnya perlu belajar dari bangkitnya resistensi public atau rakyat Uni Eropa yang muncul dari kalangan penduduk Negara-negara besar yang menjadi anggota UNI EROPA itu belakangan ini. Integrasi Eropa pada awalnya berjalan sukses tanpa hambatan dengan bertumpu pada aktor pemimpin formal pemerintahan sebagai inisiator integrasi secara bertahap berhasil melakukan integrasi uni eropa, tetapi diluar dugaan dalam perkembangan berikutnya mulai menimbulkan resistensi di kalangan sebagian penduduk di Negara-negara yang menjadi pilar utama intgrasi Uni Eropa . Cukup besar suara public yang menjadi warga negara di Negara-negara besar UNI EROPA yang mulai banyak menggugat konstitusi Uni Eropa sehingga bergulir referendum di beberapa Negara anggotanya seperti Belanda, Perancis segera menyusul Inggris. Uni Eropa saat ini tengah menghadapi krisis. Rancangan besar bagi masa depan Eropa, yang dituangkan dalam Konstitusi Uni Eropa, ternyata tidak memperoleh tanggapan positif dari rakyat. Melalui referendum yang diselenggarakan pada tanggal 29 Mei 2005, rakyat Perancis dan, tiga hari kemudian, rakyat Belanda secara jelas menunjukkan penolakkan mereka terhadap rancangan tersebut. Secara prinsip penolakan rakyat Perancis dan Belanda merupakan akhir dari Konstitusi Eropa, karena Konstitusi Eropa hanya akan berlaku jika semua negara anggota Uni Eropa, yang saat ini terdiri dari 25 negara, menyetujuinya. Penolakan rakyat Perancis dan Belanda terhadap Konstitusi Eropa merupakan pukulan keras bagi para pendukung integrasi Eropa. Sekalipun berbagai jajak pendapat sebelum referendum cenderung menunjukkan indikasi ke arah resistensi penguatan kelembagaan Uni Eropa, para pendukung integrasi Eropa nampak sangat tidak siap menerima kenyataan bahwa sebagian besar rakyat Perancis dan Belanda yang merupakan dua dari enam negara penggagas integrasi Eropa menolak perluasan integrasi Eropa. Krisis legitimasi Uni Eropa itu ternyata memiliki effek domino yang menerpa Negara lain anggota Uni Eropa seperti Inggris dan Itali. PM Inggris David Cameron memiliki rencana mengadakan referendum di Negara Inggris pada akhir 2017 untuk menentukan apakah Inggris bertahan atau keluar dari UNI EROPA. Rencana referendum kelangsungan Inggris di Uni Eropa bisa dipercepat jika terjadi eskalasi tuntutan politik dalam negeri Inggris dan semakin kuatnya resistensi PM Inggris David Cameroon atas nominasi Juncker sebagai Presiden Komisi Eropa. Juncker dicalonkan Partai Rakyat Eropa (European People’s Party/EPP) beraliran konservatif, yang meraih suara terbanyak dalam pemilihan Parlemen Eropa. Sikap anti integrasi Uni Eropa juga telah berkembang di Italia seperti Gerakan Bintang Lima (Five-Star Movement), kelompok anti UE di Italia, Dengan latar berbagai masalah itu itu maka Institute For Strategic And Development Studies (ISDS-Indonesia) dan Fakultas Ekologi Universiti Putra Malaysia bermaksud mengadakan jajak pendapat dan atau penelitian survey lapangan yang bisa merepresentasikan persepsi dan aspirasi rakyat di kawasan ASEAN terhadap pembentukan ASEAN Community
