Proses pengukuran kinerja dapat dilakukan dengan menggunakan beberapa metode, namun pengukuran kinerja yang baik dilakukan dengan menentukan alat yang tepat sesuai dengan tujuan pengukuran kinerja dan besar kecilnya organisasi (Barnabe dan Riccaboni 2007). BSC yang pada awalnya diperuntukkan kepada organisasi bisnis, telah diadopsi oleh banyak organisasi nirlaba sebagai upaya peningkatan kinerja organisasi termasuk yang dilakukan oleh UNTAD. Pemilihan BSC dalam peningkatan kinerja karena dapat di sesuaikan dengan karakteristik masing-masing perguruan tinggi (Al Hosaini dan Sofian 2015). BSC dengan empat perspektifnya diharap mampu menjawab kebutuhan UNTAD akan alat manajemen kinerja sekaligus alat pengukuran kinerja.

Performance measurement process can be done using several methods, but a good performance measurement is done by determining the right tool in accordance with the purpose of performance measurement in the small and large organizations (Barnabe and Riccaboni 2007). BSC that was originally allocated to business organizations, has been adopted by many non-profit organizations in an effort to increase the performance of the organization including those done by the UNTAD. The selection of the BSC in improved performance because it can adapt to the characteristics of each College (Al Hosaini and Sofian 2015). BSC required perspective with four capable of answering the needs of UNTAD performance management tool will be at once performance measurement tools.
