Adapun hasil penelitian yang telah dilakukan diatas menunjukkan bahwa faktor penghambat yang mempengaruhi keputusan JIT penggunaan komponen pracetak di perusahaan konstruksi Kota Surabaya adalah buruknya perencanaan layout proyek konstruksi. Salah satu masalah pada proyek di Surabaya ialah adanya jarak tempuh antar fasilitas serta frekuensi perpindahan pekerja yang cukup jauh akan sangat berpengaruh pada produktivitas pekerja. Ketidakteraturan peletakan fasilitas akan membahayakan pekerja dan membuat banyak orang tidak nyaman untuk melewati. Dengan kondisi jumlah lahan yang tersedia sama dengan jumlah site facility yang ada di proyek. Project manajer yang belum menerapkan metode JIT menyatakan buruknya perencanaan layout proyek konstruksi akan menghambat kelancaran aliran aktivitas. Alasan memutuskan penggunaan metode JIT ialah perencanaan dari awal proyek dan masalah keterbatasan lokasi proyek.
Tata letak (layout) merupakan susunan dari mesin-mesin dan peralatan serta semua komponen yang menunjang produksi dalam suatu lokasi. Menurut Heizer dan Render (2004), Tata letak yang baik memungkinkan pengurangan pemborosan yaitu pergerakan, misalnya pergerakan bahan baku maupun manusia. Adanya kerugian-kerugian dari buruknya layout dapat menghalangi operasi yang efisien, karena bahan-bahan bergerak lambat sekali, handling cost tinggi karena makin banyak perpindahan/pengangkutan bahan, tempat produksi peralatan dan fasilitas lainnya disusun secara tidak teratur sehingga menggangu kelancaran produksi, service area sempit dan letaknya berjauhan, bahan-bahan dalam proses sering rusak atau hilang, sering ditemui kegagalan dalam menyelesaikan produksi tepat waktu, serta tempat penerimaan barang-barang tidak dapat segera dikosongkan sehingga memperlambat pembongkaran barang yang tiba. Faktor ini menghambat pergerakan komponen pracetak cast in situ dalam proses produksi dan pemasangannnya. Kurangnya perencanaan site layout produksi di lokasi proyek dengan kondisi lingkungan proyek yang terbatas akan menghambat kelancaran aliran material dan penumpukan material.
