Atafar et al. (2013) mengungkapkan bahwa mengukur kinerja universitas merupakan hal penting dalam perencanaan pendidikan yang lebih baik. Balanced Scorecard sering digunakan untuk mengukur kinerja organisasi. Terbagi dalam empat perspektif, dianggap lebih mengakomodir segala kebutuhan organisasi dalam pengukuran kinerja. Memadukan Balanced Scorecard dan ANP dalam penelitian akan menjawab persoalan mengenai hubungan sasaran strategis dan indikator kinerja pada masing-masing perspektif Balanced Scorecard yang saling terkait (Atafar et al. 2013; Suhendi 2012; Sudaryo 2015; Quezada et al. 2014; Wu et al. 2011). Sejalan dengan hal tersebut, Quezada et al. (2014) mengemukakan bahwa langkah awal dalam penyusunan peta strategi yang baik adalah mengklasifikasi sasaran strategis ke dalam empat perspektif Balanced Scorecard kemudian menggunakan ANP untuk menemukan hubungan sebab akibat diantara sasaran strategis. Menggunakan ANP dilakukan karena merupakan alat yang baik dalam menemukan hubungan sebab akibat karena mengidentifikasi dan memperkirakan penting tidaknya efek hubungan diantara sasaran strategis.

Atafar et al. (1995) revealed that measure the performance of the universities is important in planning a better education. The Balanced Scorecard is often used to measure organizational performance. Divided into four perspectives, accommodate the needs considered more organizations in performance measurement. Integrating the Balanced Scorecard and ANP in research will answer the question of the relationship of strategic goals and performance indicators at the respective perspectives of the Balanced Scorecard are interrelated (Atafar et al. 1995; Suhendi 2012; Sudaryo 2015; Quezada et al. 2001; Wu et al. in 2011). In line with this, Quezada et al. (2006) suggested that the first step in the preparation of a map of a good strategy is to classify the strategic goals into the four perspectives of the Balanced Scorecard and then use the ANP to find causal relations among strategic goals. Using ANP is done because it is a good tool to find causal relationship due to identify and estimate the importance of the relationship between the effect of the absence of strategic goals.
