Ada dua model pengembangan materi pembelajaran on-line. Pada model pertama, dosen membangun materi dengan komputernya sendiri dengan bagian-bagian materi secara utuh. Setiap bagian bisa dibaca dan dipelajari secara off-line dengan cara down-load dari internet atau dari rekaman CD yang dibagikan.
Pada model kedua, dosen membangun materi pembelajaran dengan fasilitas pengembangan materi secara on-line. Materi perkuliahan dimasukkan ke sistem sepotong demi sepotong yang terangkai secara utuh di sistem. Siswa hanya bisa mengikuti perkuliahan secara utuh melalui sistem yang sama secara on-line. Dengan model ini, distribusi off-line hanya bisa dilakukan setelah pengembangan materi perkuliahan selesai seluruhnya atau bab per bab.

Each section can be read and studied off-line by way of down-loaded from the internet or from CD recordings are distributed.In the second model, professors build material with the development of learning materials on-line. Lecture material is inserted into the system piece by piece the whole date back in the system. Students can only follow the lectures intact through the same system on-line. With this model, off-line distribution can only be done after the development of lecture material is completed entirely or chapter per chapter.
