ABSTRACT This research is motivated problems of education, especially in the field of basic education among which 1) Equity and justice education for all citizens and communities; 2) The quality and excellence of education; 3) education to meet the needs of the field in order to improve produktrivitas business and industry; and 4) improving good governance and accountability in the development of education, all of which can not be separated from how the existence of the substance and structure of legal education itself. The purpose of this study is to explore, assess and inform the information theoretic and empiric related to how the substance of the law education at the basic education level, and how its structure so that the implementation of education law at the basic education level to be effective. The method used in this study is a qualitative method or also called naturalistic study. This study uses socio-juridical approach (socio-legal) that is a combination of legal research normative and / or legal research and social research. The results have been obtained in this research is the analysis of most of the provisions of the legislation substantially and structurally related to law education on basic education within the framework of the fulfillment of the constitutional rights and legal rights of Indonesian citizens in the field of basic education in Indonesia.
