In article 1 the book of the law of criminal law set limits regarding the enactment of criminal law according to time or time of occurrence of the Act, whereas in article 2 to article 9 of the book of the laws of criminal law set limits regarding the enactment of statutory criminal law according to the place of occurrence of the Act.With regard to the above regulations, Moeljatno suggested that from a Country there are two possibilities, namely: "first, the legislation of criminal law apply to all criminal deeds occurring in the territory of a country, whether carried out by its own citizens as well as by foreigners (territorial basis). Second, the legislation of criminal law apply to all criminal deeds committed by citizens, anywhere, also outside the territory of the State (principle of personal). Also called an active national principles. "
