Konvensi ini telah disepakati oleh masyarakat Uni Eropa sebagai konvensi yang terbuka untuk diakses oleh Negara manapun di dunia. Hal ini dimaksudkan untuk diajdikan norma dan instrument Hukum Internasional dalam mengatasi kejahatan cyber, tanpa mengurangi kesempatan setiap individu untuk tetap dapat mengembangkan kreativitasnya dalam pengembangan teknologi informasi. Council of Europe Convention on Cyber crime merupakan suatu organisasi international dengan fungsi untuk melindungi manusia dari kejahatan dunia maya dengan aturan dan sekaligus meningkatkan kerjasama internasional. 38 Negara, termasuk Amerika Serikat tergabung dalam organisasi international ini. Tujuan dari organisasi ini adalah memerangi cybercrime, meningkatkan investigasi kemampuan.

Tujuan utama dari Council of Europe Convention on Cyber Crime adalah untuk membuat kebijakan “penjahat biasa” untuk lebih memerangi kejahatan yang berkaitan dengan komputer seluruh dunia melalui harmonisasi legislasi nasional, meningkatkan kemampuan penegakan hukum dan peradilan, dan meningkatkan kerjasama internasional.

It is intended to diajdikan the international law norms and instruments in tackling cyber crime, without prejudice to any individual the opportunity to still be able to develop his creativity in the development of information technology. Council of Europe Convention on Cyber crime is an international organization with functions to protect mankind from the evils of the virtual world with the rules and while enhancing international cooperation. 38 countries, including the United States incorporated in the international organization. The purpose of this organization is the fight against cybercrime, enhance investigative capabilities.The main objective of the Council of Europe Convention on Cyber Crime is to make policy "ordinary criminals" to better fight against computer-related crime throughout the world through the harmonization of national legislation, improve the ability of law enforcement and the judiciary, and increasing international cooperation.
