Peranan hukum di dalam masyarakat khususnya dalam menghadapi perubahan masyarakat perlu dikaji dalam rangka mendorong terjadinya perubahan sosial. Pengaruh peranan hukum ini bisa bersifat langsung dan tidak langsung atau signifikan atau tidak. Hukum memiliki pengaruh yang tidak langsung dalam mendorong munculnya perubahan sosial pada pembentukan lembaga kemasyarakatan tertentu yang berpengaruh langsung terhadap masyarakat. Di sisi lain, hukum membentuk atau mengubah institusi pokok atau lembaga kemasyarakatan yang penting, maka terjadi pengaruh langsung, yang kemudian sering disebut hukum digunakan sebagai alat untuk mengubah perilaku masyarakat.
