ABSTRAK
Penelitian ini dilatar belakangi permasalahan pendidikan di Kota Bandung diantaranya yaitu 1) Pemerataan dan keadilan pendidikan bagi semua warga dan masyarakat; 2) Mutu dan keunggulan pendidikan; 3) Pendidikan untuk pemenuhan kebutuhan lapangan dalam rangka meningkatkan produktrivitas dunia usaha dan industri; dan 4) peningkatan tata kelola yang baik dan akuntabel dalam pembangunan pendidikan. Tujuan untuk menggali, mengkaji dan menginformasikan informasi teoritik dan empirik yang berkaitan dengan bagaimana budaya hukum (culture law) hukum pendidikan di Kota Bandung di bidang pendidikan dasar. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif atau disebut juga sebagai penelitian naturalistik. Penelitian ini menggunakan pendekatan yuridis-sosiologis (socio-legal) yaitu perpaduan antara penelitian hukum normatif dan/atau legal research dan social research. Hasil persepsi (budaya hukum) dalam kerangka penegakan hukum pendidikan jenjang pendidikan dasar di Kota Bandung yaitu dari sejumlah 30 responden 80% orang tua siswa tidak mengetahui peraturan di sekolah anaknya; sebanyak 58% penyelenggara pendidikan mengetahui dan memahami adanya peraturan di lingkungan sekolah, dan sebanyak 53% pendidik dan tenaga pendidikan mengetahui, memahami dan melaksanakan peraturan yang ada di lingkungan sekolah.

ABSTRACT This event will be based on the research of the problems of education in Bandung include IE 1) Equity and justice education for all citizens and society; 2) quality and educational excellence; 3) education for the fulfillment of the needs of the field in order to improve produktrivitas the business world and industry; and 4) the improvement of good governance and accountability in development education. Destinations to explore, examine and inform teoritik and empirical information related to how the legal culture (culture law) legal education in Bandung city in the field of basic education. Research methods used in this research is qualitative method or also known as naturalistic studies. This research uses the juridical sociological approach-(socio-legal) that is a cross between a normative legal research and/or legal research and social research. The results of perception (cultural law) within the framework of law enforcement basic secondary education in the city of Bandung, i.e. from a number of 30 respondents 80% of parents of students not knowing the rules in school; as much as 58% education providers know and understand the existence of the rules in the school environment, and as much as 53% of educators and educational personnel to know, understand and implement the existing rules in the school environment.Keywords: education, legal culture (culture law) and primary education
