Keinginan pemerintah Hindia Belanda membangun kompleks pusat pemerintahan sipil di atas tapak Slors itu rupanya tidak lebih dari “nafsu besar tenaga kurang”. Di atas tapak tersebut, pada kenyataannya hanya bisa diselesaikan dua bangunan gedung. Masing-masing gedung Departement Verker en Gemeentewerken dan Hoofdbureau Post Telegraf en Telefoon. Pembangunan gedung-gedung lainnya terbengkalai karena resesi dan korupsi. Rupanya bau busuk korupsi yang terjadi di sana, dari dulu sudah ada.
