Perencanaan merupakan hasil proses berpikir yang mendalam, hasil dari proses pengkajian dan penyeleksian dari berbagai alternatif yang dianggap lebih memiliki nilai efektivitas dan efisiensi. Perencanaan adalah awal dari semua proses suatu pelaksanaan kegiatan yang bersifat rasional. Dengan demikian, maka seorang perencana harus dapat memvisualisasikan arah dan tujuan yang harus dicapai serta bagaimana cara untuk mencapai tujuan tersebut melalui pemanfaatan berbagai potensi yang ada agar proses pencapaian tujuan itu efektif dan efisien.

Planning is the result of deep thought processes, the results of the assessment and selection process of the various alternatives that were considered more value for effectiveness and efficiency. Planning is the beginning of a process of implementation of all the activities which are rational. As such, then a planner should be able to visualize the directions and goals to be achieved and how to achieve those goals through the utilization of a wide range of potential that exists so that the process of the achievement of that goal effectively and efficiently.
