Meskipun demikian, pemerintah sangat mendukung jalannya perundang-undangan itu karena prospek pembangunan yang dituju pemerintah adalah untuk meningkatkan sektor perekonomian. Pembangunan sektor perekonomian ini di lakukan dengan pengelolaan hutan, tambang, minyak-gas, dan perairan yang diberikan untuk dieksplorasi oleh perusahaan. Oleh karena itu, perusahaan tersebut akan memerlukan penguasaan lahan dan sumber agraria lain untuk mendukung kegiatan perusahaannya. Sayangnya undang-undang sektoral yang telah berlaku tidak menjadikan UUPA sebagai dasar penyusunannya, sehingga nilai-nilai yang diperjuangkan untuk hak agraria masyarakat Indonesia melalui UUPA menjadi terhambat oleh undang-undang sektoral tersebut.
