PENDAHULUAN
Permasalahan pendidikan di Indonesia, khususnya jika dikaitkan dengan hak konstitusional dan hak legal yang harus dipenuhi oleh pemerintah bagi warga negaranya, dapat dikelompokan dan dikategorikan kedalam empat bidang permasalahan yaitu 1) Pemerataan dan keadilan pendidikan bagi semua warga dan masyarakat tanpa kecuali; 2) Mutu dan keunggulan pendidikan untuk memberikan kontribusi dalam memacu daya saing di era global; 3) Pendidikan untuk pemenuhan kebutuhan lapangan dalam rangka meningkatkan produktrivitas dunia usaha dan industri; dan 4) peningkatan tata kelola yang baik dan akuntabel dalam pembangunan pendidikan. Keempat pilar ini digunakan untuk mengklasifikasi dan merumuskan kebijakan dan program pembangunan dan pengelolaan pendidikan (Suryadi, 2014).

INTRODUCTIONProblems of education in Indonesia, in particular if linked with constitutional rights and legal rights that must be met by the Government for its citizens, can be grouped and categorized into four areas of issues namely 1) Equity and justice education for all citizens and society without exception; 2) quality and educational excellence to contribute to spur competitiveness in the global era; 3) education for the fulfillment of the needs of the field in order to improve produktrivitas the business world and industry; and 4) the improvement of good governance and accountability in development education. The fourth pillar is used for classifying and formulate policy and program development and management education (Suryadi, 2014).
