Permasalahan pendidikan di Indonesia, khususnya jika dikaitkan dengan hak konstitusional dan hak legal yang harus dipenuhi oleh pemerintah bagi warga negaranya, dapat dikelompokan dan dikategorikan kedalam empat bidang permasalahan yaitu 1) Pemerataan dan keadilan pendidikan bagi semua warga dan masyarakat tanpa kecuali; 2) Mutu dan keunggulan pendidikan untuk memberikan kontribusi dalam memacu daya saing di era global; 3) Pendidikan untuk pemenuhan kebutuhan lapangan dalam rangka meningkatkan produktrivitas dunia usaha dan industri; dan 4) peningkatan tata kelola yang baik dan akuntabel dalam pembangunan pendidikan. Keempat pilar ini digunakan untuk mengklasifikasi dan merumuskan kebijakan dan program pembangunan dan pengelolaan pendidikan (Suryadi, 2014).
