Jika trisula hukum kependidikan ini mampu berperan dan berfungsi maksimal sebagai alat untuk merubah sosial (law is tool of social enggineriing), yang meliputi pemahaman warga negara/masyarakat atas substansi hukumnya, struktur hukumnya, dan kultur hukumnya, pemenuhan hak konstitusional dan hak legal warga negara di bidang pendidikan akan dapat terwujud.
Berdasarkan permasalahan yang berkembang di atas, maka yang menjadi pembatasan masalah adalah bagaimana substansi dan struktur hukum pendidikan pada jenjang pendidikan dasar yang berlaku di Kota Bandung dalam kerangka pemenuhan hak konstitusional dan hak legal warga negara di bidang pendidikan”.
