Guru harus dapat mengembangkan perencanaan pembelajaran. Esensi perencanaan pembelajaran adalah merancang seperangkat tindakan yang bertujuan untuk mengubah situasi yang ada ke situasi yang diinginkan. Demikian juga pengembangan bahan pembelajaran, pengelolaan kegiatan pembelajaran dan evaluasi, baik proses maupun hasilnya. Secara nyata bentuk dari usaha-usaha tersebut ditandai dengan perumusan kompetensi yang oprasional, pemilihan dan penyusunan materi pelajaran yang akan diajarkan dan konsisten dengan kompetensi.

Likewise, instructional materials development, management and evaluation of learning activities, both process and outcome. In the real shape of these efforts is characterized by the formulation of operational competencies, selection and preparation of the subject matter to be taught and consistent with competence.
