Berdasarkan survei pendahuluan yang dilakukan peneliti kepada beberapa project manager dan site engineer, 40% responden telah memahami dan melakukan metode JIT, dan 40% responden telah memahami namun tidak menerapkan. Sedangkan 20% responden belum memahami dengan metode JIT. Sehingga didapatkan bahwa sebagian besar proyek konstruksi di Kota Surabaya masih belum menerapkan metode JIT. Setiap responden mengemukakan pendapat terhadap alasan memutuskan penggunaan JIT yang berbeda-beda yakni pada awal proyek hingga akhir ataupun hanya pada saat waktu kritis saja (kehabisan dana proyek). Beberapa manajer proyek mengatakan bahwa penggunaan metode JIT bertujuan untuk mengendalikan biaya proyek dan kualitas material. Sedangkan manajer proyek dan engineer yang lain tidak menggunakan metode JIT karena kurangnya pemahaman serta kekhawatiran akan besarnya resiko waktu dan biaya proyek

Based on a preliminary survey done researchers to some site engineer and project manager, 40% of respondents understand and perform the method JIT, and 40% of respondents have understood but did not apply. Whereas 20% of respondents have not yet understand the method JIT. So it brings that most construction projects in the city of Surabaya has still not implemented the method JIT. Each of the respondents suggested against reason decided the use of JIT orders at the beginning of the project to the end or only when a critical time (run out of project funds). Some project managers say that the use of methods JIT aims to control the cost of projects and the quality of the material.
