Mengingat data daya dukung belum seluruhnya ada di setiap pulau, maka perlu dilakukan kajian lanjutan mengenai daya dukung wisata untuk semua lokasi wisata di Kepulauan Seribu.
2. Padatnya bangunan dan jumlah penduduk yang besar pada beberapa pulau permukiman seharusnya mendorong pengelola untuk menerapkan dengan tegas aturan batas maksimum bangunan yang bisa dibangun di suatu pulau dengan kondisi aktual saat ini.
3. Pengembangan kawasan baik itu darat dan laut di Kepulauan Seribu harus didasarkan kepada zonasi dan perencanaan kawasan yang dilakukan secara menyeluruh dan terintegrasi, sehingga perlu adanya tindakan prioritas dengan melakukan penataan ruang yang lebih detil di daratan pulau dan kawasan perairan laut.
