Jalan Panjang Skandal Bank Century Periode

1989 – 2001

Robert Tantular mendirikan Bank Century Intervest Corporation (Bank CIC). Namun, penawaran umum terbatas (rights issue) pertama, Maret 1999, namun dia tidak lolos uji kelayakan dan kepatutan oleh BI. Tanggal 27 November 2001, rapat Dewan Gubernur BI menyetujui Chinkara Capital Ltd. Mengakuisisi Bank CIC, Bank Pikko, dan Bank Danpac.

Periode 2002-2005

5 Juli 2002
Terbit izin akuisisi, namun BI mengendus perbuatan melawan hukum yang melibatkan Chinkara terhadap Bank CIC, antara lain transaksi surat berharga fiktif senilai 25 juta dollar AS di Bank CIC . Selain itu terdapat pula SSB berisiko tinggi sehingga Century wajib membentuk penyisihan penghapusan aktiva produktif (PPAP). Akibatnya CAR Bank CIC menjadi negatif dan terjadi penarikan dana pihak ketiga besar-besaran. Bank alami keseretan likuiditas dan telah melanggar ketentuan posisi devisa netto (PDN).

BI menyetujui merger CIC, Danpac, dan Pikko menjadi Bank Century. Deputi Senior BI Anwar Nasution (waktu itu) ikut andil berdirinya bank tersebut. Saat itu juga Menteri Hukum dan Hak Asasi Manusia mengesahkan Bank Century.

Juni 2005
Budi Sampoerna menjadi salah satu nasabah terbesar Bank Century cabang Kertajaya, Surabaya. Tak lama setelah itu BI mempermudah merger. Surat berharga Bank CIC dinilai lancar (semula dinilai macet) dan akhirnya CAR seolah-oleh memenuhi persyaratan merger. Selain itu ada penundaan penilaian hasil fit and proper test.

Periode 2008-2009

BI memerintahkan pengurus Bank Century menghadirkan Robert Tantular ke BI untuk dimintai komitmen turut bertanggung jawab atas kelangsungan operasional Bank Century.

15 Oktober 2008
BI mewajibkan Robert Tantular, RAR, dan HAW -yang menguasai 70 persen saham Bank Century- menandatangani Letter of Commitment (LoC) bahwa mereka bertanggung jawab atas kelangsungan operasional Bank Century.

31 Oktober dan 3 November 2008
Bank Century mengalami masalah likuiditas dan mengajukan pinjaman jangka pendek ke BI senilai Rp 1 triliun.

5 November 2008
Gubernur BI menetapkan Bank Century dalam status pengawasan khusus. BI terus mencari investor baru sebagai alternatif pemecahan.

6 November 2008
Karena pengajuan Fasilitas Pinjaman Jangka Pendek (FPJP), BI mulai menempatkan pengawasnya. Karena statusnya Dalam Pengawasan Khusus, BI pun melarang penarikan dana dan rekening simpanan milik pihak terkait, baik giro, tabungan, maupun deposito.

13 November 2008
Menteri Keuangan Sri Mulyani melaporkan masalah Bank Century ke Presiden Susilo Bambang Yudhoyono yang sedang mengikuti pertemuan G20 di Washington D.C. Tiga hari berikutnya, Karena pemegang saham mayoritas tidak menjalankan LoC tanggal 15 Oktober 2008, maka 16 November 2008 pihak-pihak tersebut diikat kembali dalam LoC kedua.

BI mengajukan permohonon cekal untuk seluruh pengurus Bank Century dan Pemegang Saham Pengendali.

Komite Stabilisasi Sektor Keuangan (KSSK) yang diketuai Menteri Keuangan Sri Mulyani Indrawati bertemu anggota komite termasuk gubernur BI. Komite memutuskan mengambil alih Bank Century. Ini pengambilalihan bank yang pertama dilakukan pemerintah setelah krisis ekonomi tahun 1997-1998. KKSK khawatir ambruknya Bank Century mengancam seluruh sektor perbankan Indonesia. LPS yang dibentuk berdasarkan Undang-Undang mengambil alih kepemilikan Bank Century dengan menguasai 90 persen lebih saham Bank Century.

BI melapor ke Bareskrim Mabes Polri tentang dugaan tindak pidana perbankan yang dilakukan Robert Tantular bersama dua pemilik lainnya. Mereka menguasai 70 persen saham bank Century Tbk.

Penyidik KPK berencana menyergap seorang petinggi kepolisian yang diduga menerima suap, namun urung lantaran suap batal dilakukan.

29 Mei 2009
Kabareskrim Susno Duadji memfasilitasi pertemuan antara pimpinan Bank Century dan pihak Budi Sampoerna. Dalam pertemuan itu disepakati, Bank Century mencairkan dana Budi Sampoerna senilai 58 juta dollar AS dari total Rp2 triliun dalam mata uang rupiah.

Juni 2009
Bank Century mulai mencairkan dana Budi Sampoerna yang diselewengkan Robert Tantular sekitar 18 juta dollar AS (setaraRp180 miliar). Namun, dibantah Lucas, pengacara Budi Sampoerna. Kata Lucas, Bank Century belum membayar sepeserpun pada kliennya.

21 Juli 2009
LPS mengucurkan lagi Rp630 miliar untuk kebutuhan minimal kecukupan modal Bank Century. Keputusan itu hasil assesment BI atas hasil auditor kantor akuntan publik. Total dana yang dikucurkan mencapai Rp6,762 triliun.

12 Agustus 2009
Mantan Direktur Utama Bank Century, Hermanus Hasan Muslim, divonis 3 tahun penjara karena terbukti menggelapkan dana nasabah Rp1,6 triliun.

18 Agustus 2009
Komisaris Utama Bank Century, Robert Tantular, dituntut hukuman delapan tahun penjara, denda Rp50 miliar subsider lima tahun penjara. Komisi Keuangan DPR menyoroti pembeng-kakan suntikan dana Century, dari Rp632 miliar menjadi Rp6,7 triliun dan meminta Badan Pemeriksa Keuangan melakukan audit investigasi.
DPR memanggil Menkeu Sri Mulyani, Bank Indonesia, dan LPS untuk menjelaskan membengkaknya suntikan modal itu. Pemerintah awalnya meminta persetujuan Rp1,3 triliun untuk Bank Century.

Majelis hakim Pengadilan Negeri Jakarta Pusat, yang dipimpin Sugeng Riyono, memvonis Robert Tantular 4 tahun penjara, denda Rp50 miliar.

Pansus meminta keterangan sejumlah saksi maupun ahli. Para saksi itu antara lain Jusuf Kalla, Boediono, Sri Mulyani, Anwar Nasutioan dan beberapa pejabat BI, serta Departemen Keuangan. Para ahli antara lain Kwik Kian Gie, Dradjad Wibowo, Christian Wibisono, dan Ichsanuddin Noorsy.
17 Februari 2010, sembilan fraksi, Pansus Hak Angket Bank Century, akui ada pelanggaran aliran dana talangan, siapa yang bersalah? Pendapat fraksi berbeda-beda. 4 Maret 2010 masa kerja Pansus Bank Century berakhir.

Mantan Gubernur BI Boediono (kini Wapres) diperiksa penyidik KPK di Istana Wakil Presiden.

Ketua KPK Abraham Samad mengatakan kepada Tim Pengawas Bank Century di DPR bahwa Budi dan mantan Deputi Gubernur BI Siti Fajriah, bertanggung jawab atas kerugian negara terkait Century. Hingga kini, pemeriksaan terhadap Siti mengambang, karena dia sakit parah.

KPK menahan Mantan Deputi Gubernur BI Budi Mulya di Rumah Tahanan Negara Kelas I Jakarta Timur cabang KPK. Penahanan itu karena penyidik KPK sudah menyelesaikan hampir 70 persen kelengkapan untuk penuntutan.
