DISCUSSION
Masyarakat Indonesia merupakan salah satu masyarakat yang memiliki ketergantungan terhadap Bahan Bakar Minyak (BBM) sangat tinggi, baik itu untuk keperluan rumah tangga, transportasi maupun industri. Sehingga wajar bila negara berusaha keras untuk memenuhi kebutuhan warga negaranya yang bersifat primer ini dengan memberikan subsidi terhadap pembelian BBM. Tahun 2007 hingga 2010 merupakan tahun dimana pemerintah melakukan sosialisasi penggunanan gas Liquefied Petroleum Gas (LPG/elpiji) bagi masyarakat miskin dan industri kecil sekaligus membagikan kompor gas beserta tabung gas elpiji yang berisi 3 kg secara gratis kepada masyarakat. Peraturan presiden republik Indonesia Nomor 104 tahun 2007 tentang penyediaan, pendistribusian, dan penetapan harga LPG tabung 3 (tiga) kilogram dan Peraturan Menteri ESDM No. 21 Tahun 2007 tentang penyelenggaraan penyediaan dan pendistribusian LPG Tabung 3 Kg, menjadi dasar hukum kebijakan tersebut.

So is natural when countries strive to meet the needs of its citizens is this primary by giving a subsidy towards the purchase of fuel. Year 2007 to 2010 was the year in which the Government conducts Petroleum Liquefied gas penggunanan socialization Gas (LPG/liquefied petroleum gas) for the poor and small industries while handing out a gas stove with LPG gas cylinders containing 3 kg for free to the community. Presidential regulation of the Republic of Indonesia Number 104 in 2007 about the provision, distribution, and pricing of LPG tubes 3 (three) pounds and MINERAL RESOURCES Minister Regulation No. 21 of 2007 about the Organization of the provision and distribution of LPG Tubes 3 Kg, became the legal basis for the policy.
