Pada tahun 2013 harga bawang merah

Pada tahun 2013 harga bawang merah sempat mencapai rekor tertingginya, yaitu di harga Rp 60.295/kg. Lonjakan harga tersebut tidak lepas dari kebijakan pembatasan impor produk holtikultura yang baru saja disahkan dan dimplementasikan oleh pemerintah. Namun sayangnya lonjakan harga tersebut tidak diikuti dengan upaya peningkatan proteksi terhadap faktor produksi (input) usahatani bawang merah. Kebijakan pemerintah terhadap faktor produksi input masih bersifat disinsentif terhadap petani. Petani bawang merah masih harus membayar faktor produksi (input) lebih tinggi dari harga yang seharusnya. Penelitian ini bertujuan untuk mengetahui beberapa alternatif program kebijakan dalam upaya meningkatkan proteksi kepada petani bawang merah. Dalam penelitian ini digunakan metode Analytic Hierarchy Process (AHP). Berdasarkan hasil penelitian didapatkan beberapa alternatif prioritas kebijakan yang diharapkan oleh petani untuk meningkatkan proteksi terhadap faktor input dan output usaha tani bawang merah, yaitu menenetapkan harga minimum bawang merah di tingkat petani, memastikan bahwa jumlah dan waktu realisasi impor dilakukan pada saat off sesason, memberikan alternatif model/skema pembayaran angsuran yang lebih ramah terhadap petani, fokus pada upaya mengembangkan bibit unggul, mengembangkan fasilitas informasi harga terkini untuk petani, serta mengambil langkah inisiatif terhadap kemungkinan terjadinya praktik kartel dalam tataniaga pestisida.

By 2013 the price of onion had reached its highest record, that is the price of Rp 60.295/kg. A surge in the price of imported products restriction policy under the recently passed and dimplementasikan by the Government. The price spike but unfortunately not followed with an increased protection against factors of production (inputs) farming of red onion. Government policy towards the input factors of production are still a disincentive against farmers. Red onion farmers still have to pay factors of production (inputs) is higher than the price should be. This research aims to find out some alternative policy programme in an attempt to improve protection to growers of onions. In this study used the method of Analytic Hierarchy Process (AHP). Based on the research results obtained by some alternative policy priorities expected by farmers to improve protection against input and output factors farmer onion, i.e. menenetapkan the minimum price level of onion farmer, insure that the amount and time of realization of the import is done at the moment off sesason, provide an alternative model/installment payment scheme that is more friendly to farmers, focus their efforts on developing seeds facilities, develop current price information to farmers, as well as taking the initiative against the possibility of the practice of the cartels in the food products, pesticides.Keywords: policy, import protection, farmer, red onion

In 2013 onion prices had reached a record high, ie at the price of USD 60 295 / kg. The increase in prices can not be separated from policy to restrict imports of horticultural products recently passed and implemented by the government. Based on the results, several alternative policy priorities expected by farmers to improve the protection of factor inputs and outputs of farming onions, namely menenetapkan minimum price of onion at the farm level, ensuring that the amount and timing of realization of imports carried out during off sesason, provide alternative model / schema installment payments are more friendly to farmers, focus on developing seeds, developing an information update prices for farmers, as well as take initiatives against the possibility of cartel practices in business administration pesticides.
