Passive tracker memiliki sensor berupa dari ekspansi thermal dari sebuah material seperti freon atau shape memory alloys. Tracker ini memiliki aktuator ganda yang bekerja satu sama lain dengan menerima cahaya secara langsung. Apabila salah satu aktuator menerima cahaya lebih terang, maka pergerakan panel surya akan mengikuti aktuator tersebut. Sehingga pergerakan aktuator ganda ini tergantung pada jumlah cahaya yang diterima salah satu aktuator. Pengujian terhadap tracker ini memiliki biaya yang lebih murah, namun belum bisa diterima secara konsumen luas
