Pengukuran kinerja merupakan salah satu faktor penting dalam sebuah organisasi karena dapat menilai keberhasilan organisasi. Pengukuran kinerja yang baik, tidak hanya akan menilai keberhasilan organisasi akan tetapi dapat dijadikan acuan dalam menentukan sasaran periode berikutnya. Contohnya penggunaan Balanced Scorecard (BSC) dalam pengukuran kinerja. BSC merupakan alat pengukuran kinerja yang diperkenalkan oleh Kaplan dan Norton (1996) dengan tujuan memperbaiki kinerja organisasi yang pada awalnya hanya digunakan oleh organisasi bisnis. Penggunaan BSC di berbagai organisasi memungkinkan pemanfaatan yang lebih luas dan komprehensif bahkan Niven (2008) mengembangkan BSC yang cocok digunakan oleh instansi pemerintahan dan organisasi nirlaba.
