2. Bagaimana penilaian/persepsi (budaya hukum) para penyelenggara pendidikan terhadap hukum pendidikan pada jenjang pendidikan dasar.
Berdasarkan hasil angket menunjukan bahwa 58% atau sejumlah 18 orang dari 30 responden penyelenggara pendidikan mengetahui dan memahami peraturan di lingkungan sekolah. Berdasarkan Peraturan Pemerintah Republik Indonesia Nomor 17 Tahun 2010 Tentang Pengelolaan dan Penyelenggaraan Pendidikan, Penyelenggara pendidiakan pendidikan dilakukan oleh Pemerintah; pemerintah provinsi; pemerintah kabupaten/kota; penyelenggara satuan pendidikan yang didirikan masyarakat; satuan atau program pendidikan. Dalam penelitian ini, penyelenggara pendidikan yang dimaksud adalah penyelenggara satuan pendidikan yang didirikan masyarakat, satuan atau program pendidikan.
Penyelenggara satuan pendidikan yang didirikan masyarakat menetapkan kebijakan untuk menjamin peserta didik memperoleh akses pelayanan pendidikan, bagi peserta didik yang orang tua/walinya tidak mampu membiayai pendidikan, peserta didik pendidikan khusus, atau peserta didik di daerah khusus. Penyelenggara satuan pendidikan yang didirikan masyarakat menjamin pelaksanaan standar pelayanan minimal pendidikan pada satuan atau program pendidikan sesuai dengan ketentuan peraturan perundang-undangan. Penyelenggara satuan pendidikan yang didirikan masyarakat melakukan dan/atau memfasilitasi penjaminan mutu pendidikan di satuan atau program pendidikan dengan berpedoman pada kebijakan pendidikan.
Dengan demikian, jika data penelitian menunjukan bahwa 58% atau sejumlah 18 orang dari 30 responden penyelenggara pendidikan mengetahui dan memahami peraturan di lingkungan sekolah sehingga tersisa 42% dapat dikatakan bahwa belum mengetahui dan memahami tanggungjawabnya sebagai penyelenggara pendidikan. Hal demikian dapat menjadi factor penyebab kuliatas pendidikan tidak baik.

In this study, education providers in question is host of the educational unit, unit or community established educational programs. Organizers of the education unit was established Community policy to ensure learners have access to educational services, a learner for parent/guardian are not able to finance education, special education, learners or learners in special areas. The organizers founded the community education unit ensure the implementation of the minimum service standard education on unit or educational program in accordance with the provisions of the legislation. Organizers of the education unit founded the society doing and/or facilitate the securing of the quality of education in the unit or educational program with guided education policies.Thus, if research data showed that 58% of people 18 or 30 respondents education providers know and understand the rules in school environment so that the remaining 42% can be said that hasn't been know and understand their responsibilities as providers of education. Such things can be a factor in the cause of education kuliatas not good.

Based on the results of the questionnaire showed that 58% or 18 men out of 30 respondents education providers know and understand the rules at school. Based on the Indonesian Government Regulation No. 17 Year 2010 About the Management and Operation of Education, Organizer pendidiakan education conducted by the Government; provincial government; district / city government; organizing educational unit established community; unit or educational program. In this study, the education provider in question is the organizer of the educational unit established community, unit or educational program.
Organizers educational unit established society to establish policies to ensure learners gain access to educational services, for students whose parents / guardians are unable to pay for education, special education students, or students in special areas. Organizers educational unit established community ensure the implementation of the minimum service level in the unit or educational program in accordance with the provisions of the legislation. Thus, if the research data shows that 58% or 18 men out of 30 respondents education providers know and understand the rules around the school so that the remaining 42% can be said that has not knows and understands its responsibilities as an education provider. It may thus be a factor in education kuliatas not good.
