Setidaknya ada 2 lokasi yang area lindungannya (yakni BIA, koridor hutan, dan jalur hijau bendungan) berdekatan langsung dengan area pemukiman lama, yaitu Cicangkuang dan Pasir Laja, bahkan penduduk yang terkena program resettlement dari Ciawitali memilih pindah ke Cicangkuang dan mereka yang dari Lembur Sawah ke Pasir Laja. Meskipun re-settlement dapat saja dilakukan di dua lokasi tersebut, program kemitraan pemberdayaan masyarakat harus dibuat dan dilaksanakan dengan panduan yang ketat, sebab dampak kegiatan masyarakat di kedua lokasi ini akan membahayakan kelangsungan bendungan, di samping mempengaruhi kemampu-tahanan populasi jenis-jenis satwa liar bernilai konservasi tinggi.
