Sebagai dampak dari UUPA yang di-peti es-kan, pada masa Repelita II (1974-1978) di Jawa dan Sumatera mulai muncul berbagai kasus sengketa tanah.Presiden membentuk sebuah panitia yang terdiri atas pakar dari Universitas untuk melakukan penelitian terhadap situasi asli pertanahan asli saat itu. Sebagai hasilnya, pada tahun 1979 pemerintah membuat pernyataan yang mengukuhkan kembali bahwa UUPA 1960 – dikeluarkan dari peti esnya – tetap sah sebagai panduan dasar dalam memecahkan persoalan-persoalan pertanahan. Tekad pembuatan hukum pada era Orde Baru untuk menjadi hukum pembangunan – bukan hukum revolusi seperti yang diusung pemerintahan Orde Lama – terlihat dari upaya pemerintah untuk mendapat kepercayaan para pelaku ekonomi dari dalam dan luar negeri.
